Cross drilling is the process of drilling through the head of the bolt, this allows for lockwire to be pushed through the head of multiple bolts. Once pushed through lock wire pliers can be used to spin the lock wire, this locks multiple bolts together and stops them coming undone. This can be seen in the example picture.
