This iLogic creates a chamfer on already chamfered edges, which is shouldn't do, but I didn't bother trying to filter those out.

After you have decided the placement of your next ear piercing (after consultation with your piercing professional) it is important to know that there are many different types of earrings that you can get pierced with. These include internally threaded and externally threaded piercing earrings. Internally or externally threaded piercings refer to the style of the back piece and how it attaches to the piercing post.

There are many factors to consider before you take the plunge and decide on what's best for you. Whilst we are not a piercing professional, you should consider these points:

I would like to select a face, either a flat surface, or a cylinder, and have a chamfer/radius placed at every edge of this surface.

Due to the nature of how the jewellery back inserts into the piercing piece itself, it is a smoother and more seamless fit compared to traditional externally threaded earrings.

On the ribbon, click 3D Model tab  >  Show Panel icon . Select Plastic Part panel to display the Plastic Part panel, and then select Rule Fillet

There is a way to select faces, but not the way you are describing.  In the fillet command you can pick one face and then an adjacent one, but that is cumbersome.  You can also select a feature and it will radius all edges that way, but not a face as you describe.  This looks to be a good candidate for the Inventor IdeaStation

If the edges are tangent then if you have the "All tangentially connected edges" (expand the >> for that option in the chamfer dialog) selected and the shape applies then it will select the loop

Externally threaded jewellery is still used for fresh piercings and is still commonly used for many piercing earrings. If you are someone that prefers to change out your earrings a lot we would still recommend externally threaded earrings as they are much easier to put on and take off.

This design also minimises trauma to freshly pierced ears and is good for those with sensitive skin. If you had to take it off and put it on, you won't be worried about causing microtears onto your ear.

These piercings are also slightly more comfortable to sleep in as they don't protrude out of the ear as much. However, as the internally threaded piece is so tiny is can be difficult to put in yourself which why they are great for long term wear.
