I was going to do the same thing with my last playthrough but I forgot to remove the mods I been working on recently, so when I loaded it up, it borked the save and now stuck in a never-ending loading cycle.
I do feel like I am finding way too many sledgehammer magazines and parts, considering I put 0 into it. Last time I used the sledge was when there were a lot fewer weapons, probably before perks and trees. It was fun to 1 shot cops before they could explode, back when you went downtown into the wasteland and the mobs just didn't stop spawning.

Perhaps there are some containers in some PoI's that always contain specific items and so depending on what PoI's you have in your world and happen to run in a playthrough are causing large differences in such rare loot items? I have personally noticed across three different games and worlds that I can always get the super corn seed recipe, and five seeds from a container in one of the border patrol checkpoints.
I will have to look through some of my other saves (I've started quite a few new games since 1.0) and count parts/magazines.
Actually just checked my current game, I have 19 and no points into miner (I forget which perks for tools) although I do have 10 int with engineering 5 (lvl 52, day 18). If I don't have perks it's about right compared to other parts I have (although I did hit a couple working stiffs). I've got tons of robotics and baton parts, also a few points into boomstick so a more shotgun parts as well.

It is RNG. Steel Tool parts are in the same loot group as motor tool parts with the exact same probability of being picked - 42.6%. When that lootgroup comes up while you are out looting, you can either find steel tool parts (prob=1), motor tool parts (prob=1), or steel sledgehammer parts (prob=0.35).
Steel Tool Parts have always been feast or famine for me. One game I'll have plenty, the next I'll be able to make T6 of everything that takes them, and only have found 4. Motor Tool Parts seem far more common.

Okay, now I know something's wrong. Sledgehammer parts are the ones I've seen the most, with motor tools coming in second, and steel tools at 0. Yet the sledgehammer parts have the lowest drop rate.

I do recall I had roughly an equal amount of motor tool parts vs steel tool parts in that run, not a lot of sledgehammer parts (I sell those as I find them). For reference, I was doing an agility build, but I do put a perk point into the miner 69er. No points in sledgehammers.
I wondered if it was RNG, but to have it still be an issue at level 50 on day 80, that's more than bad RNG that NO NG. lol. I even have problems with the vendors supplying them. I'll often have to visit multiple vendors just to find the one who's selling the 1-3 steel tool parts. They don't even seem to stock that many steel tools in general for me. But this has become my alternative do to lack of being able to find them in loot.
Has anyone else been having the problem of steel tool parts not appearing? I thought finding those parts was attached to Miner 69'er, which I have maxed at 5/5, but I have found every other item part (including motor tool parts) but not one steel tool part. I've raided all the spots they're supposed to be found, but always find nothing. I've even invested in Salvage Ops and Lucky Looter to see if that was the problem and STILL have not seen one steel tool part. Is my character bugged somehow and I need to make a new one or is this another gating technique to keep players at iron tool level until a certain point? I'm currently level 50 and on day 80.

Currently, much like the OP I have a ton of motor tools parts and limited steel tool parts (13 found up to Day 41). Dons Tinfoil Hat... I have anecdotally noticed that some items "feel" rarer or more plentiful depending on the play though. One play though you find acid but not beakers, the next play though lots of beakers but no acid. Almost like there is some global loot table RNG determined at Map Generation. I am sure its just confirmation and recency bias, because if it was in the code it would have been discovered by now. However, at times it "feels" like some item drops are a little off. Sounds like the RNG simply isn't in your favour. They have been pretty sparse for me but I have been finding them. That said, the traders started selling me steel tools before I ever got round to making them -- other than the level 6 pickaxe I made, I bought the shovel and the axe. Keep an eye on the various traders as they do sell steel tool parts in their inventories.

Yeah, I haven't gotten a lot, but I have gotten some. I tend to skip over the steel tools as the stamina drain is so bad so I haven't really kept a close track.
Not correct. Steel sledgehammer parts are also in loot groups for weapons (all) and weapons (melee). In those 2 loot groups, they have the same chance of drop (without any points in perks) to drop alongside the other weapon parts. Sledgehammer parts are only low drop rate in tools loot groups.

Interesting. In the past I've had no problems with coming across them. This is the first time it's been this difficult. I'd often find them before I could even make steel tools so I'd have a little stockpile going once I made it to steel tier.
